A project on over-tourism, the term frequently and passionately used in the context of the local economy, as desperate measures are employed to fill the huge hole of lost revenues during the COVID years. The weak JPY against major international currencies, such as USD, EUR, and CNY, certainly plays a role in the influx of visitors as well.

According to the City of Kyoto, the number of international tourists visiting Kyoto in 2024 reached a record high of 10.88 million, a 53% increase compared to the previous year. For the first time, the number of foreign overnight guests surpassed that of domestic travelers, and the total number of visitors is approaching the peak level seen in 2015.

Relying heavily on inbound strategies in domestic and international popular destinations presents obvious infrastructural problems and tensions amongst visitors and residents.

Kyoto, one of Japan’s most popular travel destinations, if not worldwide, certainly has its share of problems.

“オーバーツーリズム”をテーマとしたこのプロジェクトでは、この言葉が地域経済の文脈で頻繁に使われている現状に注目する。コロナ禍で失われた莫大な観光業収益の穴を埋めるため、地方行政は必死の施策を講じていて、米ドル、ユーロ、中国元といった主要国際通貨に対して円安が進行していることは、訪日客の急増に拍車をかけている。

京都市によると、2024年に京都市を訪れた外国人観光客数は前年比53％増の1,088万人に達し、過去最多を記録した。また、外国人宿泊者数が日本人宿泊者数を初めて上回り、観光全体の来訪者数も2015年のピーク水準に迫る勢いとなっている。

国内外の人気観光地がインバウンド施策に過度に依存することで、インフラの限界や観光客と地元住民との間に緊張が生じているのは明白だ。日本屈指の観光都市であり、世界的にも知られる京都も例外ではなく、多くの問題を抱えている。
