2020年春から初夏の非常事態宣言下の京阪神を撮ったシリーズ "SNL / Saturday Nights Lockdown"の、目線を変えた続編プロジェクト。
SNLの時と同様、全国的にコロナ感染者数が記録的に増加している中で京阪神の3都市を週単位で撮り、3週間を1サイクルとしてアップ。
非常事態宣言中だったゴールデンウィークから半年、国中で人が動く年末年始を迎えるこの時期にまた非常事態宣言が出るのか。だとすれば経済や社会への精神的影響はいかほどか、を路上の雰囲気から読み取るのが狙い。
This is a sequel of sorts of the project "SNL / Saturday Night Lockdown", that I worked on for 9 weeks from April to June in 2020, when most of the major metropolitan areas in Japan were under the State of Emergency due to the COVID-19 fiasco.
Now that the number of infected has been rising again at the record rate almost by the day, I, and many others in Japan, are wondering if there will be another SoE, just in time for the festive season of Christmas and New Year when good chunk of the population will be on the move, just as it was issued during the Golden Week, Japan's famed long consecutive holidays from the end of April to the first week of May.
I aim to capture the society's psyche on street level, in the Keihanshin (京阪神) area where major population centers are in the mid-west part of mainland Japan including Osaka prefecture where I’m based. I aim to focus on mostly the social psyche at this strange and unpredictable time as well as anxiety driven from it on the street level.

国内での変種コロナウィルス感染確認をうけて2020年12月28日から有効になった日本居住権を持つ外国籍者以外の基本的な国際旅客の受け入れ中止措置と、引き続きの海外渡航制限。
2021年1月2日には首都圏1都3県の知事が2020年4月から6月以来の非常事態宣言発令を政府に要請。1月8日に首都圏1都3県に発令。
1月11日夜には首都圏に続き関西の都市部大阪と京都にも非常事態宣言再発令が決まる。14日に発令。
2月7日までの予定だった10都府県の非常事態宣言の1ヶ月延長を2月2日に発表。
2月10日には主要メディアが首都圏と関西圏の人口集中都府県の非常事態宣言解除は困難との報道。
2月20日には新規感染者数の減少傾向を考慮し、関西3府県の知事が非常事態宣言を2月末で解除するよう国に要請で調整中との報道。
政府は2月26日に2月いっぱいでの京阪神2府1県(大阪、京都、兵庫)の非常事態宣言解除を発表。
関西都市部2府1県の非常事態宣言解除を発表した1週間後、3月5日は政府は首都圏1都3県の非常事態宣言は3月21日まで延長すると発表。

新型コロナ感染者数が全国的に急増していた去年秋、2020年11月27日にスタートしたこのプロジェクトも、京阪神の非常事態宣言解除と撮影開始からちょうど100日という節目でチャプターとしては一旦終了します。
今後また違った視点でビジュアルレポートに取り組むかも知れません。
Timeline
On December 28th, 2020, Japan announced restrictions on all international incoming flights, exempting those foreign nationals with residency visas. Though considered as a very last-minute stopgap measure in the wake of the new coronavirus variant being detected domestically, many argue this will put the final nail in the coffin of the already beaten service, travel, entertainment, and hospitality industries in Japan, while the seasonal high travel demands come to a total paralysis.
On January 2nd, 2021, governors of 4 metropolitan areas, Tokyo, Chiba, Kanagawa, and Saitama prefectures, urged the government to issue the State of Emergency, first since the one issued during April to June, 2020. On the 8th, the second State of Emergency was issued in Tokyo and the surrounding metropolitan prefectures.
On 14th, the second State of Emergency is issued in Osaka, Kyoto, Hyogo (three Kansai metropolitan prefectures comprising the region of Keihanshin) as well as 4 other prefectures.
The initial State of Emergency was until February 7th, but due to the lack of effective results by the crucial numbers, the government postponed the SoE by one month until March 7th in 10 metropolitan prefectures.
On February 10th, national media reports that the metropolitan areas surrounding Tokyo and population centers in Kansai (Osaka, Kyoto, and Hyogo prefectures) will be subjects for reconsideration of continuous SoE.
On February 20th, it was reported that the governors of Kansai prefectures (Osaka, Kyoto, and Hyogo) will request the government to lift the SoE at the end of the month based on declining numbers of newly infected in the region.
On February 26th, the government announced to lift the SoE in the 3 prefectures in Keihanshin region (Osaka, Kyoto, and Hyogo).
A week after lifting the SoE in Keihanshin prefectures, the government announced on March 5th that the SoE in Tokyo and the surrounding 3 prefectures will be extended by 2 weeks until the 21st.

This project started on November 27th, 2020, when the number of newly infected with COVID-19 was on the rise in almost all main metropolitan areas in Japan. Now that the State of Emergency has been lifted in Keihanshin and I just hit the 100th day of the project, it'd be a nice round number to let the project sit for a while and see what comes out of it. I might do another project with a different point of view in the very near future.
